TNR Program

Trap-Neuter-Return: The humane solution for community cats in Brooklyn.

What is TNR?

Trap-Neuter-Return (TNR) is a humane, evidence-based approach to managing community cat populations. Instead of removing cats from their environment, TNR works with nature to stabilize and gradually reduce colonies over time.

The process is straightforward:

  • Trap: Community cats are humanely trapped using live traps baited with food.
  • Neuter: Cats are spayed or neutered by a licensed veterinarian. They also receive a health check, vaccinations, and are ear-tipped (the universal sign that a cat has been through TNR).
  • Return: After recovery, cats are returned to their outdoor home — the colony where they were trapped — where a caretaker provides ongoing food, water, and shelter.

Why TNR Works

TNR is endorsed by the ASPCA, the Humane Society of the United States, and countless animal welfare organizations as the most effective and humane way to manage feral and stray cat populations. Here's why:

  • Stops the breeding cycle: Neutered cats can't reproduce, so the colony size stabilizes and naturally decreases over time.
  • Reduces nuisance behaviors: Neutering reduces spraying, yowling, and fighting — the behaviors that most often lead to complaints.
  • Healthier cats: TNR'd cats are vaccinated and healthier, reducing the spread of disease in the community.
  • The vacuum effect: Simply removing cats creates a "vacuum" that new cats fill. TNR prevents this by keeping a stable, non-breeding colony in place.

Our TNR Work in Sheepshead Bay

Siano's Strays has been conducting TNR in the Sheepshead Bay area of Brooklyn since our founding, continuing Marie Siano's decades of work managing community cat colonies in the neighborhood.

Our dedicated volunteers regularly:

  • Identify and assess cat colonies throughout the area
  • Set humane traps and coordinate veterinary appointments
  • Transport cats to and from spay/neuter clinics
  • Monitor colonies and maintain feeding stations
  • Identify friendly cats and kittens that may be candidates for socialization and adoption
